Following on from the previous Interrim Report regarding the situation on Orias III, there have been some further developments that I believe should be considered before any formal reply to the Cardassian Government.

We have evidence to conclude that the actions of Gul Maccet were not sanctioned by the Cardassian Government - previous communications indicate that they wanted a peaceful solution to the colonists on Orias III, whereas Gul Maccet used the situation to kidnap one of the Liberty's away teams and use them as leverage for a personal vendetta. He had planted a team of his own on the planet - despite promises that we would have 24 hours to investigate any colonists before he would escort us from the area. Further to this we have reason to believe he willingly released a skin based contact pathogen on the Liberty to divert out attention whilst the away team was on the surface. Thankfully our medical crew were able to synthesis a solution to this before it became overly problematic.

Please see attached appendices from all members of the away team, and from our ships CMO regarding events on the surface and the biological effects of Commander Savar's Pon'Farr.

I do not believe that Commander Savar's Pon'Farr was soley responsible for the subsequent death of Gul Maccet. My own recollection of events, formalised in the reports attached, indicate that Gul Maccet would have indeed killed me had Commander Savar not intervened. I believe that his actions saved my life and whilst I cannot condone the death of another being, I commend Commander Savar for acting quickly in the defence of his Captain. Sadly this means Maccet will not stand trial for his actions.

In response to allegations of deliberate actions against Maccet being issued from the Cardassian Government - we have evidence to support the claim that he was acting independently of their mandate and had indeed 'gone rouge'. He was pursuing his own agenda and orchestrating events to suit his end goal.

In Summary - It is my opinion that Maccet's actions were his and his alone. His intent was to eliminate the colonists of Orias III and use the planet for his own gains. Further to this he used the situation to lure myself to the planet by holding the Away Team hostage - with the end goal being the ultimate death of myself for apparent crimes committed against him many years ago during the Occupation of Bajor. Please see appendix F for details on this incident. I wish for there to be no repercussions against Commander Savar regarding his actions on the planet - he was acting in defence of his Captain.
